On August 2, 2022, the North Bend City Council approved an ordinance authorizing the formation of the Meadowbrook Sewer Utility Local Improvement District (ULID). This sewer
collection and conveyance system project area includes most of the western portion of the City limits that is not currently served by sewer and relies on septic drain fields for
properties whose soils can support it.
The approved ordinance follows a public hearing for the Meadowbrook Sewer ULID, which was held on May 17th and continued to June 21st, as well as the February 1st adoption of
Resolution No. 2009, which authorized the Mayor to execute a petition to include City-owned properties within the ULID boundaries.
The Meadowbrook area is an integral part of the City’s Comprehensive Plan. As a property owner led and petitioned ULID, this sewer improvement project will provide a mix of
commercial and residential property owners the opportunity to connect into public sewer. Many properties located within the ULID boundary are currently vacant, with onsite soils
that do not meet public health requirements for septic systems. The sewer improvement project will provide valuable infrastructure to these properties. Bringing sewer to the
Meadowbrook area is supported by the City’s 2017 Wastewater Systems Facilities Plan, as approved by the Washington State Department of Ecology.
“Approval of this ordinance is a result of immense work between Council, City staff and property owners,” commented Mayor Rob McFarland. “The City is responsible for continuing
to deliver a modern, well-planned infrastructure system to our residents. The Meadowbrook Sewer ULID is an example of adhering to that commitment.”
A public sewer system will provide individual property owners with development opportunities that better align with zoned uses in the Meadowbrook area, promoting a robust
commercial tax base and less reliance on residential property taxes for the City’s operating budget.
Next steps in the Meadowbrook Sewer ULID process involve the engineering design of sewer facilities to properties located within the ULID boundaries. Design will include a
sanitary sewer collection system, sewer conveyance system, sewer lift station(s), and a forcemain crossing. This portion of the process is estimated to be completed and permitted
in 2024.
